Brown indicates 2009 for the next election?

Apparently, Brown made a slip of the tongue at a hustings in Glasgow and said that what was important was to "win the general election in 2009". He then back-tracked saying "whenever the general election comes in the future".

Was it a slip or was it part of a master strategy to lull the Conservative Party into a false sense of security? Who knows?
