How do we get a refund?

You can't beat a healthy dose of management consultant spending figures on a Tuesday afternoon! OK, I admit it, that's a twisted thing to say and is, frankly, a bit odd, but still it's true that I just learnt some new ones.

It seems that the Home Office has managed to spend approximately £553.7 million on management consultants since the year 2000. This figure doesn't include 2002-03 though because they simply don't have any record of what they may or may not have spent that year.

Now... given that the last Home Secertary said the department wasn't fit for purpose, how do we get a refund for what must technically have been dodgy work?
