How can 2,000,000 blacks get into Washington, DC in 1 day in sub zero temps when 200,000 couldn't get out of New Orleans in 85 degree temps with four days notice?

They were on a promise!
The Republican is even dafter than he appears to be. Washington DC has a fully operating metro public transport system geared to cold weather that routinely transports those numbers and more on a daily basis. New Orleans does not. The Inauguration Date was fixed months ago. I was tracking Katrina hour by hour and there were continuing uncertainties. The real problem was the stupid political muddles between City, neighouring County, State, and Federal officials coupled with just one big freeway and a little used rail line to move people several hundreds of miles up country. There was no plan in being to do this.
