Once they're in the job they'll still get a consultant in to tell them where to hit.
It's a bit similar to the "Child Exploitation and Online Protection Centre". Sounds like the acknowledged centre for information on how to exploit children!
Like the "Hate Crimes Co-ordinator" - yep, they need co-ordinating all right, can't have random hate crimes, now, can we??
